Hangul, the Korean alphabet, was promulgated in 1446 under King Sejong. The point was practical and almost radical: people should be able to write their own language without first mastering classical Chinese. The letters were designed, not slowly inherited. A script can be a public project, made so that reading is not a class.
Hangul was designed so ordinary people could read and write their own language.
